Under what circumstances may the gas supply to a consumer be suspended?
Pursuant to paragraph 8.1 of the “Rules for the Use of Gas”, approved by Resolution No. 206 of the Cabinet of Ministers of the Republic of Azerbaijan dated 9 July 2026, the gas transmission system operator or gas distribution system operator shall suspend the supply of gas to a consumer in the following cases:
- upon receipt of a relevant written request from the consumer, specifying the reason for and the duration of the suspension of gas supply;
- at the initiative of the gas supplier, where the consumer fails to pay in full, within 1 (one) month, the bill for the metered cost of gas and the fixed tariff after such bill has been presented (sent) to the consumer;
- where the relevant contract has not been concluded with the gas supplier;
- at the initiative of the gas transmission system operator or gas distribution system operator, where repair and preventive maintenance or emergency works are carried out, as well as where measures are taken to prevent or address a fire or gas leak;
- pursuant to a court decision;
- where the consumer obstructs employees of the gas distribution system operator from entering a building or facility owned or used by the consumer for the purpose of conducting an inspection, or fails to provide the necessary conditions for such inspection;
- where the consumer fails to comply with the requirements of Articles 18 and 19 of the Law for the purpose of remedying deficiencies and/or violations specified in an inspection report drawn up by employees of the gas distribution system operator;
- at potentially hazardous facilities, on the basis of an instruction issued by the authority (institution) exercising state supervision over safety, where the requirements of technical regulatory legal acts have been violated;
- where the consumer’s gas installation does not comply with the requirements of technical regulations.
