He was born in Baku in 1962. He graduated with a specialisation in International Economic Relations and English Translator from Kiev State University in 1984.

He was engaged in pedagogical activities in Azerbaijan State Economic University during the period 1984-1992. He has taken managerial positions at the Ministry of Foreign Economic Relations, the Ministry of Trade, the Ministry of State Property, the Ministry of Economic Development, the Ministry of Economy and Industry and the Ministry of Economy during the period 1992-2017. He has been serving as Deputy Minister of Energy of the Republic of Azerbaijan since 2017.

He was awarded with the medal ‘For Merits in Civil Service’ by Order No. 798 of the President of the Republic of Azerbaijan, dated October 21, 2014.

He is a Candidate in Economic Sciences.

He was born in Mingechevir in 1974. He received Bachelor and Master degrees in International Relations at the Middle East Technical University (METU) in Turkiye  in 1995-2003.

He worked as a researcher at the Center for Eurasian Strategic Studies in Turkiye from 2000 to 2003 and completed a PhD in Political Science at Texas Tech University, USA,  in 2003-2009.

He taught at Texas Tech University, Slippery Rock University and Truman State University from 2004 to 2009.

He worked at ADA University as Senior Teacher, the Director of the Caspian Energy and Environment Center, and the Dean at the School of Public and International Affairs between 2009 and 2018. He has been serving as Deputy Minister of Energy of the Republic of Azerbaijan since 2018.

He is married and has two children.

He was born in Baku in 1962.

He studied at the faculty of Foreign Economic Relations of the Moscow State Institute of International Relations during the period 1979-1985.

He has taken various positions at the USSR trade missions and the Ministry of Foreign Trade in Yemen and Iraq during the period 1983-1988.

He worked at the Ministry of Foreign Affairs of the USSR and the Cabinet of Ministers of the Republic of Azerbaijan during the period 1988-1998.

In 1998-2013 he worked as the head of SOCAR's “Marketing and Economic Operations” and “Gas Export” departments.

He served as Deputy Head of Marketing at SOCAR`s Gas Export Department in 2013-2020.

He was appointed Deputy Minister of Energy of the Republic of Azerbaijan by the Order of the President of the Republic of Azerbaijan dated May 19, 2020.

He was awarded with “Taraggi” (Progress) medal in 2012, and "Labor" Order 3rd class in 2017.

He is married and has three children.

He was born in 1982.

He graduated from Azerbaijan State University of Economics in 2002 and 2004. 

From 2003 to 2004, he received a special diplomatic education at the Pakistan Foreign Service Academy, and in 2015- additional education at Harvard Kennedy School.

From 2003 to 2012, he held various positions in the Ministry of Foreign Affairs.

From 2013 to 2016, he was the Head of the Department of Energy, Environment and Minerals of the Economic Cooperation Organization.

In 2017-2020, he was the Head and Deputy Chief Negotiator of the Sectoral Negotiation Group from the Azerbaijani side on the new EU-Azerbaijan bilateral agreement, Head of the European Union Department at the Ministry of Foreign Affairs, Advisor to the Embassy of the Republic of Azerbaijan in the United States.

In 2020-2022, he worked as the Head of the Department of International Cooperation of the Ministry of Energy, in 2022-2024-as the Head of the Department of Economic Cooperation of the Ministry of Foreign Affairs.

Since 6 April 2024 he has been working as Deputy Minister of Energy.
