The Covenant of Mayors for Climate and Energy initiative was proposed by the European Commission in order to support local self-governing bodies with regard to the preparation and implementation of sustainable energy policy.

The main targets of the Covenant of Mayors include the implementation of energy efficiency actions, reduction of carbon dioxide gas emissions by enhancing the use of renewable energy sources, an appreciation of consistency corresponding to climate change, the strengthening of cooperation among municipalities, local and central executive authorities and ensuring the access to secure, sustainable and affordable energy for all.  

The Ministry of Energy of Azerbaijan was registered by the European Commission as the National Coordinator of the Covenant of Mayors for Climate and Energy initiative of the European Union for Azerbaijan on September 24, 2018.

The 2019 Working Plan for the National Coordinator of the EU Covenant of Mayors for Climate and Energy programme was approved by Ordinance No. 86 of the Ministry of Energy, dated November 8, 2018.

At present, Mingachevir municipality and Icheri Sheher State Historical and Architectural Reserve have joined the Covenant of Mayors.
