Parviz Shahbazov was born in Baku on 24 November 1969.

He studied at Azerbaijan State Oil Academy, 1986-1992, and did military service in 1988-1989.

Since 1990, he began his diplomatic career as an intern at the Department of International Economic Relations of the Ministry of Foreign Affairs of the Republic of Azerbaijan.

In 1992-1996, he worked as an attache at the Embassy of the Republic of Azerbaijan to the Federal Republic of Germany, and in 1996-2001, he served as a Second Secretary, First Secretary, Head of Department, Deputy Head of Department for Europe, USA and Canada of the Ministry of Foreign Affairs of the Republic of Azerbaijan.

He then served as Advisor and Chargé d'affaires of the Embassy of the Republic of Azerbaijan to the Republic of Austria during the period 2001-2005.

He was the Chairman of the Security Cooperation Forum of the OSCE in 2005.

After that, he was appointed as the Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Federal Republic of Germany in 2005 and served in this position till 2016.

He served as the Ambassador-at-large of the Ministry of Foreign Affairs of the Republic of Azerbaijan during the period 2016-2017. He was appointed as the Minister of Energy of the Republic of Azerbaijan on October 12, 2017.

He is fluent in Azerbaijani (native), Russian, English and German.

He is married and has two children.
