Are household consumers required to pay for the replacement of meters?
Pursuant to Article 29.9 of the Law on the Electric Power Engineering, depending on whether the building is connected to the transmission or distribution network, meters for household consumers shall be supplied, installed and replaced by the transmission system operator or the distribution system operator, as applicable, at the expense of the respective operator. For non- household consumers, meters shall be supplied, installed and replaced by the relevant transmission or distribution system operator at the consumer’s expense.
Under Article 29.10 of the same Law, consumers shall be provided with smart meters in accordance with Article 11 of the Law on the Efficient Use of Energy Resources and Energy Efficiency.
Pursuant to Article 11.2 of the Law on the Efficient Use of Energy Resources and Energy Efficiency, energy suppliers shall also provide consumers with smart meters where existing meters are damaged or need to be replaced.
Furthermore, pursuant to Article 13.9 of the Law on Gas Supply, depending on whether the building is connected to the gas transmission or gas distribution network, meters for household consumers using household gas appliances shall be supplied, installed and replaced by the gas transmission system operator or the gas distribution system operator, as applicable, at the expense of the respective operator. For other consumers, meters shall be supplied, installed and replaced by the relevant gas transmission or gas distribution system operator at the consumer’s expense.
