In what cases is the consumer not responsible for the damage caused to the power supply enterprise?

According to paragraph 9.20 of the "Rules of electricity utilization", consumer shall not be liable to the power supply enterprise for damage caused due to the following reasons:

force majeure;

Related to accidents caused by improper actions of outsiders (incorrect connection, opening and switching, throwing of external objects on the wires of overhead transmission lines, mechanical damage to overhead or cable transmission lines, etc.).
