As part of the measures implemented to improve energy efficiency in high energy-consuming non-residential buildings across the country, 52 energy managers have been appointed with the participation of the Ministry of Energy.

 Pursuant to Article 8.1.2 of the Law of the Republic of Azerbaijan on the Efficient Use of Energy Resources and Energy Efficiency, the appointment of an energy manager is mandatory for non-residential buildings with a construction area of at least 10,000 square metres or an annual energy consumption exceeding 250 tonnes of oil equivalent (toe).

Energy managers are responsible for monitoring and analysing energy consumption within organizations, identifying and reducing energy losses, improving energy efficiency, and supporting the implementation of measures aimed at ensuring the more rational use of energy resources.

The implementation of an energy management system enables organizations to optimize energy costs, reduce utility expenses, minimize energy losses, and make more efficient use of available resources. In this regard, energy managers play a key role in implementing organizational energy policies and coordinating energy efficiency measures.

The Ministry of Energy calls on the owners and managers of high energy-consuming non-residential buildings to appoint energy managers in accordance with the requirements of the legislation and to actively contribute to efforts aimed at improving energy efficiency.
