As part of the 13th World Urban Forum (WUF13) held in Baku, a meeting took place between Azerbaijan’s Energy Minister Parviz Shahbazov and Türkiye’s Minister of Environment, Urbanization and Climate Change and President of COP31 Murat Kurum. The meeting was also attended by COP29 President Mukhtar Babayev. During the discussions, it was emphasized that relations between Azerbaijan and Türkiye continue to develop successfully across all sectors, driven by the brotherhood and strong political will of the leaders of both countries. The parties expressed satisfaction that the long-term strategic energy partnership between the two countries in the fields of oil and gas, electricity and energy interconnections is now expanding into the area of energy efficiency. It was noted that active cooperation in the field of energy efficiency, which is one of the main pillars of the Azerbaijan-Turkiye Energy Forum, is carried out and Türkiye’s experience has been particularly valuable. During the meeting, information was provided on the measures being implemented by Azerbaijan in the field of energy efficiency, including the activities of the Energy Efficiency Fund. It was also highlighted that Azerbaijan stands ready to share its COP experience with brotherly Türkiye.

Following the meeting, the Memorandum of Understanding on Technical Cooperation in Building Energy Efficiency between the Ministry of Energy of the Republic of Azerbaijan and the Ministry of Environment, Urbanization and Climate Change of the Republic of Türkiye was signed. The document was signed by Azerbaijan’s Energy Minister Parviz Shahbazov and Türkiye’s Minister of Environment, Urbanization and Climate Change Murat Kurum.
The Memorandum of Understanding covers cooperation in areas such as legislation on building energy efficiency, calculation methodologies for the Building Energy Efficiency Implementation, stages of the Energy Efficiency Certificate process during construction, organization of training programs in this field, exchange of experience in the use of renewable energy sources, and the organization of joint meetings, conferences, pilot trainings, research programs and visits. The document also provides the establishment of a Working Group consisting of representatives from the relevant government agencies and organizations of both parties.
