The workshop on concept, design and management of the energy market within the framework of the Technical Assistance and Information Exchange (TAIEX) was held with the participation of the representatives of the Ministry of Energy and international experts. The purpose of the two-day workshop is to study the experience of the European Union in the energy market reforms, the creation of national electricity and gas markets. Elnur Soltanov, Deputy Energy Minister spoke about the role of market relations in mitigating environmental impacts and access to energy resources at affordable prices as important elements of energy security. The development of the energy market, the formation of the regulatory mechanism are issues reflected by the "Strategic Road Map for the Development of Utilities Services in the Republic of Azerbaijan" approved by the Decree of the President. Zaur Mammadov, chief of staff of the Ministry spoke about the actions to establish a legislative framework governing new relations in the energy sector.

The workship was continued with presentations on the current state of the electricity and gas sectors in Azerbaijan. The relationship between electricity production, gas production, structure and ownership of distribution sectors, electricity and gas sectors were analyzed. The event was followed by speeches of TAIEX Experts Rozeta Karova, Tom Maes and Mart Otsun on the key stages of reform in the energy sector, the effective distribution of energy activities, as well as on the European experience with respect to the duties and powers of the National Regulatory Authority.
