By the Order of the Ministry of Energy dated December 21, 2020, Zeynalov Orkhan Namig was appointed the head of the Department of International Cooperation of the Ministry.
Orkhan Zeynalov graduated from Azerbaijan State University of Economics in 2002 with a bachelor's degree and in 2004 with a master's degree. At the same time, he received special diplomatic education at the Foreign Service Academy of Pakistan in 2003-2004 and additional education at the Harvard Kennedy School in 2015. 
He worked in various diplomatic positions in the Ministry of Foreign Affairs (MFA) system in 2003-2020. In 2003-2004 he worked as a specialist in energy, transport and environment in the Ministry of Foreign affairs, in 2005-2007 as an attaché on economic and trade issues in the Embassy of the Republic of Azerbaijan in the Republic of India, in 2008-2009 as a official on regional economic organizations in the central office of the MFA, in 2010-2012 in various positions in the Embassy of the Republic of Azerbaijan in Austria, as well as in the Permanent Mission of the Republic of Azerbaijan to the OSCE. In 2013, the O.Zeynalov was elected to the position of head (D2) of the Department of Energy, Environment and Minerals of the Economic Cooperation Organization (ECO) and represented Azerbaijan in the mentioned organization in 2013-2016.
He returned to the Foreign Ministry system in 2018 and became the head of Department for European Union (EU), and in February 2017, the head and deputy chief negotiator of the sectoral negotiations group on the New Bilateral Agreement between Azerbaijan and EU from the Azerbaijani side. In 2016-2017, he directly participated in the negotiation process and agreement on the document “Azerbaijan-European Union Partnership Priorities 2018-2020” from the Azerbaijani side. 
In 2018, he was appointed the adviser of the Embassy of the Republic of Azerbaijan in the USA and held this position by December 2020.
He is fluent in English, Russian, Turkish, and has an intermediate knowledge of German and Persian.
