The fourth meeting of the commission established by the Order No 1673 of the President of the Republic of Azerbaijan dated December 05, 2019 “On the implementation of pilot projects in the field of use of renewable energy sources” was held.

The videoconference meeting, chaired by Minister of Energy Parviz Shahbazov, reviewed the implementation progress of pilot projects since the third meeting of the Commission, and approved the final draft agreements to be signed with ACWA Power. 

Making the opening speech, Parviz Shahbazov congratulated the commission members for the spectacular victory in the Karabakh war and provided information on the work done jointly with the concerned organizations to allocate land areas for implementing the wind and solar power projects to be implemented within the implementation agreements signed with ACWA Power and Masdar, connect to the network and integrate in the energy system, and determine the mechanism of issuing public guarantees.

Then a presentation on the draft agreements was made. It was mentioned that 6 agreements to be signed with ACWA Power - Investment Agreement, Power Purchase and Sale Agreement, Transmission Network Connection Agreement, Land Lease Agreement, Independent Engineering Agreement and Direct Agreement were drafted, and in the second stage, the feedbacks and suggestions were received from the concerned organizations and improved and agreed with the investors. After the commission approves the projects at this meeting, they will be initialed.  At the same time, it was noted that negotiations with Masdar on the relevant project documents are in the final stage and will be completed in the near future.

The members of the commission spoke at the meeting and supported the prepared documents, and the draft agreements were approved taking into account several proposals.

Representatives of the Ministries of Energy, Economy, Finance, Justice, Ecology and Natural Resources, Emergency Situations, Committee of Urban Planning and Architecture, Central Bank, "Azerenergy" and "Azerishig" OJSC attended at the video conference.
