AERA announced results on citizen appeals, commissioning act and permits, project coordination and Technical Councils for the second quarter of 2021

CONSUMER RIGHTS AND CITIZEN APPEALS

In the second quarterof 2021, agency received 1714 citizen appeals directly and from the Ministry of Energy on electricity, natural gas supply, heat supply and other fields:

1349- power supply (79 for information); This is 258 applications (24 %) more than in the first quarter;
171- natural gas supply (12 for information); This is 170 applications (49.8 %) less than in the first quarter;

10- heat supply (1 for information); This is 12 applications (54.5 %) less than in the first quarter;

184- various issues (43 for information). This is 74 applications (29 %) less than in the first quarter;

1103 out of

1714 appeals were investigated and answered by the Agency (15 appeals have been been sent to the relevant authorities for investigating and taking appropriate measures);
2 appeals were implemented jointly with the Ministry of Energy;
474 appeals are currently being implemented;
135 appeals were informative; 33 request were letters of thanks related to solving of problems raised. 

POWER SUPPLY AND GAS SUPPLY

During the 2nd quarter of 2021, the commissioning acts provided to the electrical installations of new, reconstructed construction facilities, including the ones that the allowed capacity of which was improved and the ones the power supply scheme of which was modified increased by 85% compared to the 1st quarter, amounting to 63 acts;
 The number of draft documents of the electrical installations of various construction facilities, which were subject to the expertise and agreed, increased by 47% compared to the 1st quarter, amounting to 72 drafts;
16 draft documents on the electrical installations and 19 draft documents on the gas installations were rejected due to the shortcomings detected during the 2nd quarter;
 During the 2nd quarter, 26 electric meters were maintained, the schemes and modules of current transformers were checked and sealed, the automatic meter was performed;
During the 2nd quarter, the number of permits for the operation of the completed industrial gas facilities decreased by 35% compared to the 1st quarter, amounting to 162 permits;
During the 2nd quarter, the number of construction facilities, the draft documents for gas supply of which was subject to the expertise and agreed decreased by 11% compared to the 1st quarter, amounting to 828 construction facilities;
During the 2nd quarter, 2 illegal connection to the gas distribution network and 2 illegal connections to the power network without the technical documentation were detected;
During the 2nd quarter, the number of protocols on administrative violations increased by 22.5%, reaching to 49 and the number of decisions made upon the protocols increased by 59%, reaching to 81.

TECHNICAL INSPECTIONS IN BUDGET-FUNDED ENTERPRISES

The number of technical investigations carried out to investigate the technical operation of electrical facilities, observance of the safety rules and the status of the use of electricity increased by 13.5% compared to the 1st quarter, reaching to 42;  

During the 2nd quarter, the number of technical investigations carried out to investigate the status of compliance with the requirements of efficient use of gas, "Rules of using the gas", the reliable operation of gas facilities and other regulations increased by 7.8% compared to the 1st quarter, reaching to 41;   

TEST OF PROFESSIONAL KNOWLEDGE

The number of institutions and organizations applying for testing the professional knowledge increased compared to the 1st quarter. During the 2nd quarter, the number of institutions applying the Agency increased by 67%, amounting to 40. The number of the persons responsible for electrical engineering and the engineers of safety techniques whose professional knowledge of the labour protection, maintenance and technical safety rules upon such applications increased by 29%, reaching to 190. Furthermore, suggestions were made to increase knowledge and methodological assistance was provided by the Agency.

TECHNICAL COUNCILS

The number of appeals for connection of enterprises to electricity network through the Technical Councils was 732, which is 732 appeals (34.5%) more than in first quarter. All appeals were investigated and answered.

All applications were received at Technical Councils in 17 "ASAN  service" and "ASAN Kommunal" Centers in Baku and regions, Khachmaz SMEs (Small and medium-sized enterprises).
