Initial version of the energy efficiency in buildings subsystem was discussed with designers

A meeting was held at the Ministry of Energy to discuss the Energy Efficiency Subsystem in Buildings, which is being developed for the energy performance certification of buildings and the digitalisation of this process. During the meeting, entities operating in the construction and design sectors were provided with information on the certification process, and the initial version of the Subsystem was demonstrated.

At the meeting, Cahid Mikayilov, Head of the Energy Efficiency Department of the Ministry of Energy, provided information on the measures being implemented to improve the energy efficiency of buildings, the legal framework established in this field, as well as the purpose and importance of energy performance certification. It was noted that assessing the energy performance of buildings and determining the relevant energy efficiency class will contribute to obtaining more comprehensive information on energy consumption, identifying opportunities to improve energy efficiency, and establishing a systematic approach in this field.

The key functions envisaged in the Subsystem were demonstrated, and the process of preparing and submitting the energy performance certificate, as well as the roles of designers and other participants in this process, were explained. In order to take into account the practical experience and needs of the future users of the Subsystem during its development, the participants’ views and proposals regarding the Subsystem’s functionality, ease of use and organisation of the certification process were heard, and the issues raised were discussed. It was noted that the proposals received would be considered in the further improvement of the Subsystem.

It should be noted that the Energy Efficiency Subsystem in Buildings is expected to be ready by October 2026, further improved by the end of the year, and put into operation from 1 January 2027, upon the entry into force of the Rules for Energy Performance Certification of Buildings.
