Energy performance certification of buildings was discussed at Baku Climate Action Week

As part of Baku Climate Action Week, a roundtable on Energy Performance Certification of Buildings was organised by the Ministry of Energy. The event brought together representatives of relevant government authorities of Azerbaijan and Türkiye, international organisations and financial institutions, as well as experts in the field.

Opening the event, Cahid Mikayilov, Head of the Energy Efficiency Department of the Ministry of Energy, spoke about the importance of improving energy efficiency in newly constructed, reconstructed and substantially renovated buildings in terms of ensuring the rational use of energy resources and optimising energy consumption in the country. It was noted that energy performance certification of buildings is one of the key instruments in this area and that, starting next year, the digitalisation of the process will enable the systematic collection, processing and management of data.

Hüseyin Namık Sandıkçı, Head of the Energy Efficiency Department at the Ministry of Environment, Urbanisation and Climate Change of the Republic of Türkiye, spoke about the work carried out in Türkiye to improve energy efficiency in buildings and the importance of technical cooperation with Azerbaijan in this field. Ferdi Keskin, an Environment and Urbanisation Expert at the Ministry, delivered a presentation on Türkiye’s existing experience in assessing and certifying the energy performance of buildings, the approaches applied and digital solutions used in this area.

During the meeting, the importance of the Memorandum of Understanding on technical cooperation in the field of energy efficiency in buildings between the Ministry of Energy of the Republic of Azerbaijan and the Ministry of Environment, Urbanisation and Climate Change of the Republic of Türkiye, signed on 18 May this year, was highlighted. It was noted that the Memorandum has laid the foundation for expanding the exchange of experience and knowledge between the two countries in the field of energy efficiency in buildings, improving relevant mechanisms and developing technical cooperation.

At the roundtable, it was reported that the Energy Efficiency in Buildings Subsystem has been developed to enable the electronic administration of the energy performance certification process for buildings in Azerbaijan. The initial version of the Subsystem was presented, with detailed information provided on its functionalities, project structure, operating principles and implementation. It was also noted that cooperation with Türkiye is continuing to further improve the system.

The event featured discussions on the assessment and certification of the energy performance of buildings, the digitalisation of this process, and the management of relevant data through a unified electronic system. Representatives of other relevant authorities and organisations also delivered remarks and shared their views on the digitalisation of the energy performance certification process for buildings.
