431 investigations have been conducted in the electricity and gas supply networks of consumers financed from the budget

In the first half of 2020 the Energy Regulatory Agency under the Ministry of Energy conducted 431 investigations in the electricity and gas supply networks of consumers financed from the budget. 219 technical investigations were carried out among consumers, who are financed from the budget, related to technical operation of electrical facilities, observance of the safety rules and the status of the use of electricity, and 212 investigations were carried out to investigate the status of ensuring of the efficient use of gas in the budget-financed enterprises and the safe operation of gas facilities, as well as the status of observance of the laws of the Republic of Azerbaijan, the requirements of the "Rules on the Use of Gas" and other normative legal acts on the relevant field. 
Under relevant Articles of the Code of the Republic of Azerbaijan on Administrative Violations, relevant acts have been drawn up for violations found during the investigations and mandatory instructions were given to remove the shortcomings.
In the field of power supply, commissioning acts were provided to the external electrical installations of 98 new or reconstructed construction facilities, including the ones that modified its power supply scheme. Project documents of 121 electrical installations on the power supply to various construction facilities were expertised and agreed, and 43 project documents were rejected due to the shortcomings found.
During the reporting period, in accordance with the agreed 271 projects presented by natural gas consumers, the operation of the completed industrial gas facilities was allowed. A total of 1688 project documents prepared for gas supply of construction facilities was agreed upon by expert opinion, and 38 project documents were rejected due to the shortcomings found.
The Agency found out that 10 facilities were connected to electrical networks without technical documentation, violating the requirements of "Rules on the Use of Electricity" of electrical installations and equipment and there were 3 cases of illegal connection to the gas distribution network. In this regard, energy suppliers and gas distributors were instructed and the documentation of the facilities was ensured by taking appropriate measures.
During this period, 115 protocols under relevant Articles of the Code of the Republic of Azerbaijan on Administrative Violations were prepared.
The technical condition of 23 electric meters was checked, the schemes and modules of current transformers were checked and sealed, the automatic meter was performed with the participation of the representatives of “Azerenergy” OJSC, “Azerishiq” OJSC.
On the basis of consumers' appeals, 290 electro technical staff and safety engineers in 61 enterprises has been checked for knowledge of labor safety, technical operation and fire safety, and as a result of the inspection, the Agency made proposals to increase knowledge and provided methodological assistance to relevant persons in this regard.
