Within the Azerbaijan's chairmanship of the International Energy Charter (IEC) Conference in 2020, the third report on “Energy Investment Risk Assessment” (EIRA 2020) was presented online. The report evaluates the legal and regulatory risks of energy investments in 30 countries from Asia, Europe, America and Africa.

Deputy Minister of Energy Samir Valiyev said in his speech that despite the difficulties associated with the COVID-19 pandemic, the first round of negotiations on the modernization of the IEC agreement was held during the presidency of Azerbaijan, as well as a “Energy Investment Risk Assessment” was prepared. This year's report includes important data and indicators on the analysis of investments in the energy sector of the participating countries. The report is very useful for government agencies, industrial enterprises and law professionals, including research centers.

Expressing his gratitude from the events held by Azerbaijan within its chairmanship of the Conference, Urban Rusnák, Secretary General of the International Energy Charter made a presentation on EIRA 2020 report. The presentation stressed the need for political instruments, controls and analyses, taking into account the long-term goals, and not just support measures by governments, especially during the pandemic period. It was noted that the presence of assessments is an important tool in overcoming difficulties. In this issue, legal and regulatory risks on energy investments are assessed, where the goal is to help countries manage these risks.

It should be noted that the report “Energy Investment Risk Assessment” has been being prepared since 2017. The report provides countries with recommendations on the development of the relevant field and risk reduction plans.
