AERA announced results on citizen appeals, commissioning act and permits, project coordination and Technical Councils for 2020

2020: CONSUMER RIGHTS AND CITIZEN APPEALS

In 2020, agency received 4101 citizen appeals directly and from the Ministry of Energy on electricity, gas supply, heat supply and other fields.
•    3176 appeals related to power supply have been received;
•    707 appeals related to gas supply have been received; 
•    57 appeals related to heat supply have been received;
•    161 appeals covered various issues.

3317 out of 4101 appeals 
•    were investigated and answered by the Agency(38 appeals have been been sent the relevant authorities for investigating and taking appropriate measures);
•    26 appeals were jointly executed in collaboration with the Ministry of Energy;
•    333 appeals are currently being implemented;  
•    244 appeals were informative;
•    181 request were letters of thanks related to solving of problems raised.

2020: POWER SUPPLY AND GAS SUPPLY

•    In 2020, commissioning acts were provided to the external electrical installations of 215 new or reconstructed construction facilities, including the ones that increased capacity and modified its power supply scheme;
•    Project documents of 264 electrical installations on the power supply to various construction facilities were expertised and agreed;
•    66 project documents were rejected due to the shortcomings found;
•    The technical condition of 80 electric meters was checked with the participation of the representatives of “Azerenergy” OJSC, “Azerishig” OJSC.
•    In accordance with the agreed 684 projects in 2020, the operation of the completed industrial gas facilities was allowed. 
•    3690 project documents of construction facilities were expertised and agreed. 
•    The Agency found out that 11 facilities were connected to electricity networks without technical documentation.
•    185 protocols on Administrative Violations were prepared by Agency, and 69 cases were reviewed and decisions on them were made from August 2020 to the end of the year .

TECHNICAL INSPECTIONS 

•    219 technical investigations were carried out among consumers, who are financed from the budget, related to technical operation of electrical facilities, observance of the safety rules and the status of the use of electricity;
•    212 investigations were carried out to investigate the status of ensuring of the efficient use of gas in the budget-financed enterprises and the safe operation of gas facilities, as well as the status of observance of the laws of the Republic of Azerbaijan, the requirements of the "Rules on the Use of Gas" and other normative legal acts on the relevant field.   

2020: TEST OF PROFESSIONAL KNOWLEDGE

•    On the basis of consumers' appeals, 552 electro technical staff and safety engineers in 114 enterprises has been checked for knowledge of labor safety, technical operation and safety, and proposals were made to increase knowledge and methodological assistance was provided. 

2020: TECHNICAL COUNCILS

•    2013 appeals were received for connection of enterprises to electricity network through the Technical Councils. The implementation of 2006 applications were ensured, and 7 applications were not implemented due to incompatibility in the submitted documents.
•    All applications were received at Technical Councils in 17 "ASAN  service" and "ASAN Kommunal" Centers in Baku and regions, Khachmaz SMEs (Small and medium-sized enterprises).
