The first two requirements mentioned above are reflected in the following legislative acts:

According to Paragraph 45.1 of the "Additional conditions required for issuing special consent (license) depending on the nature of the activities", approved by the Cabinet of Ministers' Decision No. 174 dated November 7, 2002, a special consent (license) is required for the construction and installation of buildings and structures, except for cases where a construction permit is not required and in cases of informational activities. The following requirement must be met for the issuance of the license: a copy of the documents proving that five specialists employed by the applicant have at least 3 years of relevant experience in the field.

Sub-paragraph 1.1.2.5.  Private entrepreneurs carrying out technical maintenance and exploitation of electrical facilities, installation, commissioning and repair works on these facilities, testing and measuring works under the contract, shall pass a knowledge test in the field of electric power of the Republic of Azerbaijan in accordance with the legislation of the Republic of Azerbaijan and have an appropriate electrical safety group.
