According to the legislation, the Energy Issues Regulation Agency (AERA) takes measures to ensure the provision of high-quality and efficient services to consumers, including preparing relevant draft legal acts or mechanisms, as well as making recommendations. However, the adoption of these documents is within the authority of the relevant norm-setting body.

Paragraph 2.1. The purpose of the Agency's activities is to ensure the efficient operation, sustainable development, and transparency of the relevant sector, to develop the sector by improving control mechanisms, to align the provided services with the demands of the market economy, and to ensure the accessibility of these services to entrepreneurs.
Sub-paragraph 3.1.5. The Agency prepares mechanisms for determining limits for consumer interruptions in electricity and heat supply, as well as gas supply, and compensations to be paid to consumers when the supply company exceeds these interruption limits. After these mechanisms are approved in accordance with the relevant procedures, they are applied;
Sub-paragraph 3.1.6. The Agency takes measures to ensure the provision of high-quality and efficient services to consumers in the relevant sector;
Sub-paragraph 3.1.8. The Agency prepares and implements measures to prevent actions that could lead to or cause violations of consumer rights and legal interests in the relevant sector.
