According to Article 10.1 of the “Law on the Use of Renewable Energy Sources in Electricity Production”, consumers may install power plants to fully or partially meet their electricity consumption needs and may transmit the surplus electricity generated by such plants to the distribution network for the purpose of subsequent netting (compensation). Where electricity consumption exceeds generation, they may also receive electricity from the network.

Pursuant to Article 1.1.12 of the same Law, an active consumer shall mean a legal or natural person who, in addition to consuming electricity, generates electricity from renewable energy sources with a capacity of up to 150 kW (including 150 kW).

According to Article 14 of the same Law, generation of electricity from renewable energy sources with a capacity exceeding the threshold specified in Article 8.1.1 of the "Law on Electricity" shall be subject to obtaining a permit in accordance with the requirements of the “Law on Licences and Permits of the Republic of Azerbaijan”.
