Law on Electricity of the Republic of Azerbaijan

Article 34.2 During the planning of electric power facilities, an Environmental Impact Assessment (EIA) document must be prepared, in the manner stipulated by the Law of the Republic of Azerbaijan on "Environmental Impact Assessment", and this document must undergo state ecological expertise.

Article 34.3 When evaluating the environmental impact of existing electric power facilities, the requirements of Articles 4.20 and 4.21 of the Law of the Republic of Azerbaijan on "Environmental Impact Assessment" must be followed.

The "Rules and Evaluation Criteria for Assessing the Efficiency Potential of Electric and Heat Energy Production and Natural Gas Processing", approved by the Cabinet of Ministers of the Republic of Azerbaijan in its Decision No. 123 dated April 18, 2023, include the evaluation criteria in section 3.1:

Section 3.1 – Evaluation Criteria:

3.1.1. Production/processing volume;

3.1.2. Electric and heat power;

3.1.3. Loss levels in produced/processed products;

3.1.4. Useful energy output (energy transmitted to the grid);

3.1.5. Useful work coefficient;

Paragraph 5.1: The Ministry, taking into account the results of energy efficiency potential assessments, sets obligations for energy producers regarding the efficient use of energy resources.
