Paragraph 3.15: In cases where an operation permit is required for electrical installations exceeding the power limit determined by the Cabinet of Ministers of the Republic of Azerbaijan, after obtaining the acceptance certificate mentioned in paragraph 3.14 of these Rules, the Agency inspects the works within 3 (three) days with the participation of the customer's representative, and if these works are performed by a contractor, also with the participation of the contractor, the representative of the energy supply enterprise (ETM), or the state electroenergetics enterprise (DEM). This inspection is carried out in accordance with the "Rules for the Use of Electrical Energy" and the requirements of the "Rules for the Supervision of Electric and Thermal Energy and Gas Supply" approved by the Presidential Decree No. 204 dated July 16, 2018. If the technical conditions, energy supply project, and the requirements of the "Rules for the Installation of Electrical Equipment" are fully met, an operation permit is issued. The connection act is signed in two copies between the customer and the ETM or DEM, and an electricity purchase agreement is signed with the ETM in accordance with the "Rules for the Use of Electrical Energy". These documents are placed in the System and provided to the customer on paper, ensuring the supply of electricity.

Paragraph 3.16: In cases specified in paragraph 3.14 of these Rules, when the connection act is signed, and in cases specified in paragraph 3.15, when the operation permit is issued, the ETM cannot refuse to conclude the electricity purchase agreement.
