Article 97.1: During state supervision of construction, it is checked whether the construction of the object is carried out in accordance with the requirements of urban planning and construction normative documents and the construction project, the suitability of construction structures (frames, forms, etc.), the safety of construction, as well as whether the subjects of urban planning and construction activities are performing their duties properly.

Note: Third-party quality control of internal electrical installations of other constructions (for which a construction permit is required) is mandatory, excluding the constructions specified in Articles 79-80 of the Urban Planning and Construction Code of the Republic of Azerbaijan (as part of the reporting procedure).

Paragraph 2.6: During state supervision, the following should be determined:

Sub-paragraph 2.6.1: Compliance with the construction project and the requirements of urban planning and construction normative documents during the protection of the construction site, execution of earthworks, construction of the foundation, underground and above-ground parts of the object, installation of engineering and communication support networks (external and internal lines), engineering systems and equipment, landscaping of the construction site, and execution of work on infrastructure facilities.

Sub-paragraph 2.6.2: Compliance with the construction project and the requirements of urban planning and construction normative documents during the reconstruction, restoration, and major repair of the construction object, carrying out preparatory work on the object, strengthening and/or replacing its load-bearing structural elements (foundation, underground and above-ground parts), changing the parameters of the object (including additional buildings), and improving the quality indicators by replacing engineering and technological equipment.
