The Korean International Cooperation Agency (KOICA) was founded in April 1991 under the auspices of the Ministry of Foreign Affairs and Trade (MFAT) to conduct grant and cooperation programmes in developing countries. Korea has unique experience in transforming itself into one of the most economically developed countries in the world from one of the poorest countries. The knowledge and experience gained by Korea during this transition are valuable qualities that allow KOICA to support the sustainable socio-economic development of the countries with which it cooperates, promising them hopes for an improved future.
The goal of KOICA is to build a better world through achieving Millennium Development Goals (MDGs) in partner countries, as well as helping to promote equal and sustainable development. KOICA also wants to take an active part in global activities aimed at increasing the capacity of peoples and individuals to overcome poverty and improve their standard of living.
The history of the KOICA programme in Azerbaijan began in 1994 with the organisation's assistance to Azerbaijan with the amount of $50,000 (USD) due to an urgent situation. From 1996 to 2005, KOICA organised training programmes for 65 people, worth $300,000. KOICA's funding for Azerbaijani programmes in 2011 amounted to about $10 million.
From June 25 to July 23, 2011, a training course, entitled ‘Training Programme on Inventory and Reduction of Greenhouse Gases’, held within the strategy ‘Low Carbon, Green Growth’ in Korea was attended by a representative from the Ministry of Energy.
