The European Neighbourhood and Partnership Instrument (ENPI) has been applied since 2007. It is intended to assist the implementation of the European Neighbourhood Policy. ENPI includes assistance instruments such as budget support, twinning, technical assistance, TAIEX and SIGMA. 
A delegation from the Ministry participated in the Twinning project ‘Legal Approximation and Structural Reform in the Energy Sector of Azerbaijan’, held in Germany on May 9-17, 2009.
The Ministry also participated in a training visit held within the same project in Bratislava, Slovakia, on June 28 to July 4, 2009. 
The same project was again held in Germany from September 27 to October 3, 2009, and was once again attended by the Ministry of Energy.
In order to study the experience of EU countries within this project, a working group from the Ministry visited Austria and Slovakia on April 11-18, 2010. As a result, The Indicative Programme was signed for the purpose of determination and providing assistance to the priority cooperation areas between the EU and Azerbaijan within the framework of the ENPI for the years 2011-2013. 
The European Neighbourhood and Partnership Instrument (ENPI) was implemented in 2007-2013. I was replaced by the European Neighbourhood Instrument for 2014-2020. The European Neighbourhood Instrument (ENI) is the main financial means for implementing ENP.
