The Asian Development Bank’s Technical Assistance Programme for the Economics of Climate Change in Central and West Asia
The Asian Development Bank's Technical Assistance Programme for the Economics of Climate Change in Central and West Asia was approved by the ADB Board in July 2012 and covers Azerbaijan, Afghanistan, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.
The Economics of Climate Change in Central and West Asia is co-financed by the Asian Clean Energy Fund under the Clean Energy Financing Partnership Facility ($2 million) and the Climate Change Fund ($1.25 million).
Aiming for environmentally sustainable development, comprehensive economic development and regional integration, it covers areas such as energy (energy efficiency and conservation), agriculture, natural resources and regional development (water-based natural resource management). The programme has two components:
1. Adaptation to climate change - to reduce the adverse effects of climate change on energy and water resources in Afghanistan, Kyrgyzstan and Tajikistan.
2. Mitigation of climate change – to reduce the emissions of greenhouse gases (GHG) in energy and transport in Azerbaijan, Kazakhstan and Uzbekistan.
The Technical Support Programme for the second component covers Azerbaijan, Kazakhstan and Uzbekistan. The aim is to identify low-carbon priority capital investments in the energy and transport sectors, to provide information on climate mitigation measures, including the planning, implementation and monitoring of Nationally Acceptable Mitigation Actions (NAMA), to give practical examples in this area, to bring up-to-date developments to the forefront and to facilitate the exchange of information on best practices. Activities on the mitigation component began in May 2013. The programme aims to increase public and private sector funding in all three countries to implement priority mitigation measures. As part of the programme, regional reports on the economics of climate change, NAMA and investment concepts related to climate change are published.
On March 2, 2018, Baku hosted a training on the presentation of the analytical model for calculating electricity tariffs based on the Excel programme within the framework of the Asian Development Bank's (ADB) Technical Assistance Project for the Development of the Financial Sector of the Electricity Sector. A representative from the ministry attended the training.
On April 6, 2018, a regular meeting was held at the Ministry of Energy with the participation of the leadership within the framework of the Asian Development Bank's Financial Recovery Plan programme.
On June 6, 2018, the Ministry of Energy held a meeting with representatives of the Asian Development Bank on the Country Partnership Strategy for 2019-2023.
On April 19, 2018, a meeting was held within the Country Assistance Programme Evaluation with the ADB Independent Evaluation mission at the Ministry of Energy.
On May 16, 2018, a meeting was held with a delegation of the ADB Independent Evaluation Mission on the Country Assistance Programme Evaluation (CAPE) at the Ministry of Energy.
On May 17, 2018, the ADB workshop on ‘Technical Assistance for Knowledge and Support’ was held in Baku.
