According to the Decree of the President of the Republic of Azerbaijan No. 1313 dated April 4, 2017 on “Simplification of the electricity supply procedures to existing or under construction facilities of entrepreneurs", the rules on drafting and submitting technical conditions, project estimate documents, as well as connecting to the power supply network in order to supply of electricity to existing or under construction facilities of entrepreneurs with the required capacity up to 150 kW (from the existing 0.4 kW network including 150 kW network) was approved in order to increase the efficiency of business and investment environment of the country, to attract local and foreign investors, to improve the position at the international ratings, to optimize the procedure and timing of connecting to the power supply networks, to implement services with better quality, convenience and innovation, to provide clarity and customer satisfaction in this field. 21 Technical Councils were established at in SMEs and “ASAN Kommunal” centers (“ASAN Service” Centers until establishing “ASAN Kommunal” centers in regions where “ASAN Kommunal” centers are not established) in order to control the related activities.
Currently, Technical Councils re functioning at “ASAN Kommunal” Centers 1, 2 and 3, at SMEs in Baku, Khachmaz, Yevlakh, and at “ASAN Service” Centers in Sumgait, Ganja, Sabirabad, Imishli, Masalli, Guba, Barda, Mingachevir, Gabala, Sheki, Shamakhi, Kurdamir, Tovuz, Agjabadi and Balakan cities.
The works on connecting the facilities of the entrepreneurs to the power supply network were conducted by the Ministry of Energy at the Technical Councils functioning since May 15, 2017, while the Energy Regulatory Agency under the Ministry of Energy was empowered to deliver this function since May, 2018.
According to the Article 1.4 of the Decree of the President of the Republic of Azerbaijan No. 1313 dated April 4, 2017, connection of enterprises to power supply networks should be provided not later than 20 (twenty) days in total, consisting of two stages. According to the Resolution of the Cabinet of Ministers No 180, dated April 27, 2018, the fee for connecting to the power supply network of the facilities of entrepreneurs with the required capacity up to 150 kW (from the existing 0.4 kW network including 150 kW network) was approved. According to the resolution, the fee for connecting to the power supply network varies according to the customer preferences to connect within 20 days or 10 days.
According to the amendments made by the Decree of the President of the Republic of Azerbaijan No.437 dated December 25, 2018, the period for connecting to the power supply for the facilities of the entrepreneurs with the required capacity up to 150 kW is 20 days and the implementation of the process is 2 (two) stages. It is enough to apply SMEs, ASAN Kommunal and ASAN Service Centers to connect the facilities of the entrepreneurs with the required capacity up to 150 kW to the power supply network regardless the district of location. If there is a transformer (power center) in the network balance at a distance of 400 meters, the connection will be provided within 20 days after the payment is made according to the single tariff. During this process, the interaction with the entrepreneurs occurs only while applying for the connection to the power supply network and providing power.
The entrepreneur should apply SMEs, ASAN Kommunal (“ASAN Service” Centers until establishing “ASAN Kommunal” centers in regions where “ASAN Kommunal” centers are not established) in case of the facilities require connection to more than 150 kW or located in the area without a transformer (power center) at a distance of 400 meters. According to the Resolution of the Cabinet of the Ministers No. 234 dated August 27, 2013, the entrepreneur is provided with a technical condition within 10 days. The implementation of the technical condition is carried out by a power supply enterprise or specialized enterprise in accordance with a choice of the entrepreneur.
